Abstract
Professional certification is an increasingly important component of workforce readiness in hydrographic surveying and ocean mapping. The U.S. Hydrographer Certification Program, jointly administered by the National Society of Professional Surveyors (NSPS) and The Hydrographic Society of America (THSOA), provides an internationally recognized pathway for validating professional competence, aligned with FIG/IHO/ICA IBSC standards. LCDR Patrick Debroisse, NOAA, and other members from the US Hydrographic Certification Board will be on hand to introduce the structure and purpose of the U.S. Hydrographer Certification Program, with emphasis on how early career planning can reduce barriers to certification. The two certification levels—Certified Hydrographer (CH) and Certified Master Hydrographer (CMH)—will be described, along with education, experience, documentation, and examination requirements. Distinctions between academic program recognition, professional licensure, and certification will be clarified. Practical guidance will be provided to help hydrographic professionals begin documenting competencies and preparing for future certification success.
Bio
Lieutenant Commander Patrick Debroisse is an officer in the National Oceanic and Atmospheric Administration Commissioned Officer Corps and is currently assigned as Branch Chief of the Gulf cartographic products branch. He holds a Bachelor's in Mechanical Engineering from Norwich University, the Military College of Vermont, and a Master's in Ocean Engineering-Ocean Mapping from the University of New Hampshire. He has served in a variety of roles in his almost 12-year career in NOAA. They include tours aboard NOAA Ships Fairweather and Ferdinand R. Hassler as well as a tour as Officer in Charge of Bay Hydro II and as a research assistant at CCOM. Patrick is also a certified level 1 Master Hydrographer by The Hydrographic Society of America and the National Society of Professional Surveyors.
